| Founded at a crossroads of centuries and millennia, The Francophone Center of Constitutional Law of "Mihail Kogalniceanu" University from Iasi has aimed from the start at initiating several scientific circles able to answer the most important problems raised at the level of the constitution and exercise of political power in Romania, in Europe and in the whole world. Another objective was to attract to Iasi, at “Mihail Kogalniceanu” University, specialists from all the EU states and not only, also inviting specialists from all university centers of Romania. The subject of the debates, held in May each year, have been selected so as to shed some light in various fields of the science of constitutional law, to facilitate the correct interpretation of norms and the effective application of rules, to improve the political system and to prevent the persistence of certain faulty practices. With a particular interest on the contemporary political and legal events, the debates are usually directed – one year in advance – on subjects launched by the management of the Center and “negotiated”, commented and finally agreed upon as a result of a mutual effort of the participants to the Round Table. Starting with 2000 we approached the following themes: These themes reflected mainly the exigencies of the science of the Constitutional law in our country, but at the same time, exigencies of the political legal sciences in general. The European integration raises various and complex problems not only for Romania, but also for the previously integrated countries. The parliamentary law must answer challenges on a national and communitarian level, where the relationships between the national parliament and the EU parliament constitute an important field of debates. The Eu treaties, especially the “Constitutional Treaty” needed a place for analysis in Romania, similar to all the EU states. In tight connection to the “European constitution” which was not (is not) a constitution in the classic sense of the doctrine, all its categories, or at least the most important ones, needed to be redebated. As in all states – Romania included – the emergency orders, government decisions etc. are commentated, the problems raised by the balance of powers and the place of the constitutional courts in the system of public authorities also needed to be subject of discussions. All the themes of the Round table held by "Mihail Kogalniceanu" University are therefore focused on providing an answer, a solution – in the field of science – to certain problems raised in the political and legal practice in Romania, EU and not only. Following the same line – this year’s theme is the Judicial Power. There are several aspects that need to be clarified, some of them related to justice in our country, some other to justice in the EU. We should express our opinion on the trinity of powers and on the place of the constitutional courts in the system, on the relations between the national and the communitarian courts, on the nature of the judicial power and especially on the way it is appreciated…from the inside. We also need to mention that the themes launched for debates over the years attracted to UMK – a young university able to cover only a small part of the costs – specialists from abroad, from famous universities such as: Among the specialists who took part to the debates: Didier Maus; Adam Antal; Andre Braen; Paul Akl; Joseph-G. Turi; Andre Roux; Cesare Pinelli; Michel Leroy; Gabriel Garcia Cantero; Richard Ghevontien; Monica Herman Salem Caggiano; Fernanda Diaz Menezes de Almeida; Ada Pellegrini Grinover; Marie-Luce Pavia; Brigitte Vincent; Fabrice Hourquebie; Pasquale Policastro; Paola Bilancia; Maria-Agostina Cabiddu; Egidijus Jarasiunas; Krzysztof Wojtyczek; Ewa Poplawska; Krystian Complak; Flora Goudappel. We shouldn’t forget that many universities from Romania – such as: The University of Bucharest, "Babes-Bolyai" University from Cluj Napoca, "Al.I.Cuza" University from Iasi, The Ecologic University – Bucharest, "Dimitrie Cantemir" University from Cluj Napoca, "Vasile Goldis" University from Arad, The University from the West- Timisoara – joined us, substantially contributing to the success of the debates. professors of great prestige such as Elena-Simina Tanasescu; Rodica Narcisa Petrescu; Dana Apostol-Tofan; Radu Carp involved in the selection of the theme and were present to almost all editions. Finally, we need to mention that many of the Round Table editions were organized together with Romania’s Constitutional Court; one edition had Romania’s Senate as partner, another the Legislative Council and the Association of Jurists from Romania. Almost all editions were held under the effigy of the Romanian Association of Constitutional Law, as a matter of fact due to a coincidence: the director of the Francophone center of Constitutional Law is also the president of the Romanian Association of Constitutional Law. For the augmentation of the results of the yearly Round Table debates, the communications are published in The Scientific Bulletin of "Mihail Kogalniceanu" University, and, for the last years, in a distinct volume, under the European Institute Publishing House. Retrospectively, we need to emphasize – without any false modesty – that the efforts of this Research Center, founded by the UMK Senate’s decision from January 17, 1998, from the initiative of the current director, have been fully rewarded: “Mihail Kogalniceanu” University has integrated in a space of scientific research and has taken important steps towards international integration, offering a “product” of a scientific nature to the Romanian society in a period of great challenges and change.

Activitatea de cercetare din Universitatea “Mihail Kogalniceanu” se desfasoara in cadrul catedrelor si colectivelor, in cadrul Centrului Francofon de Drept Constitutional, a Cercurilor stiintifice studentesti. Valorificarea cercetarii se realizeaza prin Conferinta internationala a UMK, Sesiunea Stiintifica anuala a UMK, prin Masa rotunda internationala a Centrului Francofon de Drept Constitutional. De asemenea, in luna decembrie a fiecarui an, odata cu Zilele Universitatii “Mihail Kogalniceanu”, se organizeaza Sesiunea stiintifica studenteasca, iar in luna aprilie, Concursul studentesc de procese simulate.
Publicatiile editate de UMK, prin Editura Cugetarea, sunt Volumul Mesei rotunde internationale si Buletinul Stiintific al UMK, publicatie cotata de CNCSIS cu indicativul B+ si indexata in baze de date internationale.
